Smalley has been chief executive at Sylmar-based Tutor Perini since January. It is one of the nation’s largest construction companies. He served as president since November 2023, as part of a succession plan for former Chief Executive Ron Tutor. Before becoming the new chief executive, Smalley was executive vice president and chief financial officer of Tutor Perini. He joined the company in September 2015. Before that, he held several financial management roles during his nearly 24 years with Fluor Corp., a multinational engineering and construction firm. Smalley is a certified public accountant and a certified fraud examiner.
