Managing Partner, Gaines & Stacey
Gaines, the managing partner and founder of the law firm Gaines & Stacey, served 10 years on the Calabasas City Council, including two terms as mayor. In his practice, he focuses on land use, zoning, environmental law, litigation and political advocacy related to real estate development. His clients include property owners, developers, nonprofits and government agencies dealing with CEQA, boundary disputes and administrative approvals for projects. Gaines served as mayor of Calabasas from 2013 to 2014 and again from 2017 to 2018. He chairs the Valley Economic Alliance and previously chaired the board of the Valley Industry & Commerce Association. He is a past president of the San Fernando Valley Bar Association.
