Los Angeles needs more oversight for the hundreds of take home and pool vehicles used by elected officials, staff, and fire and police department brass, City Controller Laura Chick said. The city spends $10 million a year purchasing and maintaining vehicles yet lacks oversight that they are being used as intended. Monitoring has also been lax on gas credit cards with a $1,500 credit limit issued to officeholders, their staffs and general managers. “What is crystal clear is that no one is minding the store,” Chick said in a prepared statement. “First, we need to ask and answer why each and every take-home and pool-vehicle is needed. Secondly, we need to do a much better job in being vigilant to guarantee these cars are being used for the purposes they are intended.” Recommendations from Chick’s audit of the take home and pool cars included setting clearly defined criteria on who receives a vehicle; taking cars from employees who have no proof of insurance; doing a cost-benefit analysis of take-home cars vs. pool-cars vs. mileage reimbursement; and cancelling the credit cards.
